Texas does have limitations on how long you have to sue after your child has been diagnosed with cerebral palsy. There are also caps on how much money you can receive for filing a lawsuit. Not every case of cerebral palsy will have anything to do with negligence on the part of the physician or on the part of the healthcare facility where you had your child. There are cases, however, where negligence most certainly did play a part in your child's cerebral palsy and where it would be unfair for you to have to pay for the expenses of someone else's negligence yourself.
